There is a public mailing list for QuakeML which is open to everyone. You are welcome to sign up on the web. Alternatively, send an e-mail with the subject line "subscribe" to quakeml-REQUEST(at)mailman.scec.org.

Note that you need to be signed up in order to send messages to the list.
